November 2004 BoD Meeting Minutes

MINUTES
NDIA-GLAC Annual Board of Directors Meeting, November 4, 2004
ARINC, Los Angeles, CA


ATTENDANCE:

Present were: John Burkhart, Steve Scott (Harris, by proxy), Jeanne Innis-Olson, Lorne Caddick, Len Jacobsen, Jim Gates (by proxy), Linda Taylor, Don Tomajan (by proxy), Robert Smith (by proxy), James Dalton (by proxy), Bryan Adams, Spencer Bauer, Bob Conger (by proxy), Nancy FitzGerald, Drew Frohlich, Jim Grace, Wayne Kauffman, Walter Meares (by proxy), Dave Murphy, Bob Recker, Scott Royball, Steve Scott (Raytheon)

President John Burkhart called the meeting to order. Lorne Caddick introduced Ron Watt who presented ARINC’s briefing. Those present gave company remarks.

PRESIDENT’S REMARKS:

John Burkhart reported on the following topics.
• Bob Hope award: Dr Elachi from JPL has been selected to receive the Bob Hope award. The GLAC BOD need to consider what the criteria really is for the Bob Hope award. (see WCD discussion).
• Members of the Board have mentioned that they were not receiving e-mails. Jeanne Innis-Olson took the action to send the revised e-mail list to Sara Davis and request that she check her address list.

SECRETARY’S REPORT:

Jeanne Innis-Olson distributed the roster for attendance and update. The minutes from October were reviewed and accepted.

TREASURER’S REPORT:

Dan Burkett was not present but had e-mailed the treasurer’s report to the Board. Lorne made copies for those in attendance. The report was approved and accepted.

COMMITTEE REPORTS:

Disbursements:
Lorne Caddick met with Jeanne Innis-Olson (previous Disbursements Chair) during the past month and now has his arms around the goals of the committee. He will work with his committee to set a budget for the upcoming year.

Website:
Walter Meares was not in attendance, but it was reported that he is still working with the development team.

Communications:
Linda Taylor reported that the major focus is the West Coast Dinner. The dinner and exec breakfast flyers will be posted to the website and sent to National. Linda still needs to visit the LAAFB photographer for photos taken at last year’s dinner.

Programs:
Jim Gates was not in attendance. It was reported that he has compiled a list based on the responses to his survey and will distribute these soon.

Polar Max:
Bryan Adams reported on the success of Polar Max. There were 303 attendees, 40 of which were ‘last minute’ attendees. With the exception of a few outstanding bills, it appears that Polar Max netted approximately $10,000 extra. Bryan reported that discussions were being held whether to hold the funds to kick-start next year’s Polar Max. Questions included: Can we hold the funds for a year? Can NPOESS IPO use the $10K to pay expenses in advance?

Golf:
Spence Bauer reported that the date and place have been set. The Golf Tournament will be held at Los Serranos in June.

Industry Days:
John Burkhart reported that Bob Recker has accepted the job of running Industry Days this year. The Long Beach Marriott has contacted John to find out if we are returning. SMC would like to hold the event at Ft Mac. Bob needs to lead the decisions of when and where. Questions included: Does the event need to remain classified? Could this be at an Industry facility? Could it be at a hotel? Bob and John are to meet with SMC’s 6th floor to present options and recommendation. The goal is to keep the event in April.

West Coast Dinner:
A letter has been sent to the Chairman of Joint Chiefs under General Dalton’s signature. We are waiting for a response. The recommendation for Dr. Elachi as the Bob Hope Award recipient went out to the Board. All but two responding Board members agreed with the recommendation. One comment was that Dr. Elachi has no defense background. His background is primarily in civil space. As a Board, we need to discuss the following before next year’s WCD: What is the criteria for the award recipient? Wayne will look at what impact the awardees and speakers has had on table sales historically. A comment was made that the prestige of the award needs to be more important than table sales.

The next meeting will be held on December 2, 2004 at Lockheed Martin.
